The development of the Local Program of Production and Construction Materials sales starts from the need to take advantage of increasingly and orderly the potentialities of the territory to guarantee different traditional construction materials according to the demand of the territory, through the perspective of the municipal autarchy in the local production of building materials. To achieve these goals, the need to redesign and adapt the work system of the province of Cienfuegos is generated. The Integrated Project Management adjusts its applications to the policies that govern the program in the context of the research designed; a procedure is elaborated that allows organizing the municipal groups work.
