The urgency to achieve a pertinent education is a difficult task that has a new context originated by the velocity of worldwide,regional changes and nationals on the subject of education.Formulating new policies in mail with the educational particularities of different contexts to accomplish a process,becomes necessary that he show transformations.great defiance is whereon it must be taken decisions they depart from digging into the transcendence of educational evaluation like historic social process and his present-day repercussion in the improvement of quality of educational systems.This work is a part of a worked out scientist,where two fact-finding projects,development and innovation integrate,guided to raise educational quality,that they execute themselves at the University Metropolitana of the Ecuador and to Cienfuegos's University,Cuba.
