This article is the result of an investigation carried out in the Aguada de Pasajeros municipality of the county of Cienfuegos. There it is carried out a process of I redraw of their Strategy of Municipal Development (EDM) that allows him to negotiate their endogenous and exogenous resources, linking the it interest’s municipal with the supramunicipales for the satisfaction of the necessities of the citizenship. The article presents a tool to know the local interests from the perspective of the citizenship, because in the previous process little citizen participation existed because a procedure didn't exist to involve them. The objective is to determine the steps for the diagnosis of the necessities of the population of the municipality like antecedent to the EDM. The procedure leans on in several instruments and the same one allowed to know the restlessness of the citizenship, as well as the necessities and expectations of the same one were identified as fundamental element for its strategic design.
