In this paper some essential theoretical concepts are exposed to analyze the relationship between the management of community cultural development and the management of the cultural production process of local television. A brief historical journey is made by the approaches to the articulations between communication, culture and development. We arrived at the notion of management of community cultural development from reflections on cultural management, its connection with cultural policies and especially with the local space. The theoretical conceptions about the media in local spaces have allowed us to reflect on the cultural production process of local television. Finally, we arrive at a proposal of empirical-conceptual dimensions to analyze the relationship between the two fundamental categories developed
