If we want to build a model of society where the eco-social justice of its men and women is the center, it must be built on the basis of information and communication as a human right and a public good. In this sense, the participation of citizens and key development actors in society's decision making is a fundamental pillar. The objective of the research was to characterize the fundamental features of the processes of citizen participation and key actors of development in the communicative production of the program, En Línea Contigo, of the Tele Turquino telecenter. A qualitative methodological strategy was followed. It turns out that the communication actors and key development actors propose but do not decide the agenda of topics. In the production stage, the public and key development actors only participate when they are asked for their opinion for a journalistic work. They do not participate in post-production or distribution. Feedback during evaluation is not effectively designed to receive and process opinions. The appropriation and construction of meaning stage is not evaluated either. It is concluded that the levels of participation are insufficient and the program is located at a low level of participation of demands or aggregation of demands.
