Aspects of the epidemiologic surveillance of the oral health status of the population at large for methodological purposes are set forth. The objectives and premises for establishing a surveillance system as well as the characterization of the community based on the fundamental elements of a surveillance system are stated. It is intended to asses the cost and quality of oral health care to make an efficient use of the resources. Research works were undertaken on the surveillance system. The sources, frequencies and ways of information are established. The surveillance system is structured in terms of primary care of oral health. The diseases or events to be watched as well as data related to population segments, oral diseases and hygienic-sanitary control were determined.
