Suspected adverse drug reactions are a serious health problem worldwide, and Cuba is not an exception. By means of the National Drug Program implemented in the country at the beginning of the 90´s, it was instructed that a number of essential drugs - a total of 78 including some non-fundamental products - for the treatment of the main non-conveyable chronic diseases should be prescribed using a medical certificate. Since then, these drugs were called controlled drugs, and a secondary benefit of this measure was a permanent record of products and territories where they are used, in addition to the exact number of patients with that prescription. On the basis of the reliability and strength of this record, which is unique in Cuba due to its particular characteristics, a new indicator was devised that took as the exposed population the record of a given drug at a level of care and the length of time that was intended to be studied. In comparison with the classical indicator, the new one was more credible in the verification of a group of antihypertensive and diuretic drugs at national level during 2003. The results achieved were discussed in this paper and it was concluded that this indicator is better than those so far used for these drugs
