Public problems selection increasingly require more importance due to the need there is to adequately guide development strategy and public expenditure in the municipality. With the aim of developing this process in a practical and structured way, an instrumental variable was applied in Rafael Freyre municipality. The results, reported here, show priority public problems in each municipality popular council, which still persist even ten years after the reconversion of the sugar industry. The problems and agents that have a role in their solution have been identified and chosen by popular consensus and consultation with local organizations. These processes have helped to promote the people's participation and social inclusion in local development management
