Abstract

Starting in 2011, Cuba has begun a complex process of economic changes that could have far reaching implications for the country's future. One of the central issues is the external sector. This work proposes a diagnosis of the current situation around external funding and export performance, and advances some elements for policy design. In recent years, positive steps have been taken to facilitate Cuba's gradual return to international financial markets, which need to be matched with additional efforts to attract foreign investment and fully develop the nation's export potential, which are areas with very modest progress so far.
