Abstract

The economic, financial and social crisis lived by Uruguay at the beginning of the XXI century revealed the ineffectiveness of many policies and the institutional weakness to carry out an approach of inclusive growing. The group of reforms made, with more or less success, since the Frente Amplio governed the country in 2005 are analyzed in this article. This process, due to its depth and rhythm, is not easy to find in other experiences internationally, and it has generated a new group of rules of the game, and rules of incentives structures, together with organizational transformations, mainly at State level, which implies a relevant change in the institutionality, giving credibility of its fulfillment for society. It constitutes a step from discredibility, opacity and clientelism order, toward orders of rules and structures of more coherent and better specified incentives and with open access to its more transparent implementation.
