In order to effectively guarantee the Cuban states enterprise's transformations, as the economy basic step, a comprehensive institutional system's design and implementation is requires, in which it is possible to set clear regulations as to the separation of state and entrepreneurial functions. As to the entrepreneurial management models and democratic participation of the working staff, many ways should be experimented that encourage the innovative entrepreneurial spirit and which combine efficiency, competitiveness, and the fulfillment of the social responsibility, all of it with a responsible autonomy.
