For the last few decades, the subject of local development has been strongly discussed. This discussion has been caused by small scale industries' need to adapt to changes in the global era. In this context, regional insertion in global value chains is essential for local development projects because it is a way to access to external financial resources, with there being a guaranty of a market presence. In this paper, the relation between globalization and local development is examined, as well as the need for insertion in global value chains to be considered as a constituent part of development strategies being locally adopted at present.
