This paper proposes the creation of a municipal incubator for technology-based projects, with the aim of applying the results obtained in Research, Development, and Innovation activities undertaken by universities and other research centers in municipalities to the socioeconomic development of these and the country, by managing projects that boost innovation and technology transfer to the existing business system and the one which might exist in the future. This incubator can constitute a first move toward a technology park close to research centers at universities. It is examined how to incubate technology-based projects, and how to manage them.
