The aim of this paper is to present, as a contribution for the debate, a group of factors that promote and hinder innovation in state enterprises. Not only are the existing problems presented, but also the proposals for their solution, on the basis of the criteria provided by more than 60 specialists from state enterprises by carrying out four workshops. The article also deals with some general conceptual aspects and shows the evolution of some indicators on research and development financing, the financing sources, as well as the costs rate in Research and Development as a percentage of the GDP (Gross Domestic Product) compared to Latin America
