In Cuba, empowerment would be very fruitful for tourism, mostly because this has been turned into sustainable nature tourism. The Guidelines on Social and Economic Policy of the Party and the Revolution issued within the framework of the Sixth Congress of the Cuban Communist Party in 2011 allowed government employees and the self-employed to coexist, with both of them playing a significant role in tourism. This work starts from a preliminary research through case studies in the Sierra del Rosario Ecological Reserve, the largest UNESCO protected area in the Caribbean, located in the provinces of Pinar del Río and Artemisa, western Cuba. Higher levels of empowerment are considered a way of attaining excellence. The results show that there are structural empowerment-related problems which directly affect outcome and integration in the area.
