Nowadays, governments are required to improve their management systems, and set new goals of meeting citizens’ needs. The appearance of new actors and know-how in today’s Cuban economy compels local governments to learn how to be more efficient. To meet citizens’ needs through adequate public service delivery should be public servants’ first priority, who need to have the right skills and attitudes to do it. Management monitoring and assessment systems are tools essential to the public administration, allowing its successes to be monitored, and its impact on citizens’ quality of life measured. This paper examines whether or not public institutions, their officers, new actors, and citizens are ready to face challenges that territoriality represents.
