This paper is aimed at classifying the municipalities of the province of Holguín according to the level of local development. Econometric and valuation methods included in the methodological guidelines on the multilevel consultation procedure for the Local Development Strategy, designed by academics of the University of Holguín, were used. An overview of the economic situation of the municipalities is presented. The results show that the municipalities of Holguín, Moa, and Mayarí have a higher level of local development than the other municipalities by far.
