In 2016, as part of the economic reform process known in Cuba as «updating», the government launched a national development program until 2030. One of its objectives is the transformation of production and international insertion. This article evaluates the structural transformation in Cuba since the 1990s. It provides evidence of positive changes such as the sustained movement towards services, but warns of negative impacts arising because of the scarce creation of quality employment and the dependence on high-risk trade agreements that sustain a notable part of the country's exports. At the same time, it detects that the paradigm on which the development plan is based maintains an outdated vision of external insertion in times of globalization, which can prevent the design and implementation of appropriate policies for structural change.
