The work presented analyzes the relationship between the structural crisis of capital and neoliberal globalization, with the so-called industry without chimneys (tourism). Tourism development is not alien to this crisis, nor to globalization; both phenomena affect their practices and performances. This, added to the current global health crisis, has generated the fall of the tourism sector and its income. The subject to be investigated stems from the current need to implement innovative and sustainable tourism practices - such as low-carbon tourism. It is considered pertinent to analyze from a Political Economy perspective the impacts that neoliberal globalization produces on tourism development and how this sector with high economic impact is obliged, today more than ever, to overcome the systemic crisis of capitalism, from the establishment of good practices (such as low-carbon tourism, and by extension, a low-carbon economy) that establish better decision-making at the economic policy level.
