This research examines a reform proposal through the creation of a mixed pension contributory system in Cuba. Among the factors that justify the search for alternatives to the current design of the pay-as-you-go scheme are concerns associated with sustainability and sufficiency. In order to recommend possible solutions to those weaknesses policy lessons drawn from Latin American experiences are studied especially those allowing individual capitalization and a fund management regime. Lastly, the article proposes modifying certain institutional elements associated with the determination and assignment of the benefits, the financing regime and the administration.
