La sostenibilidad de las políticas públicas depende en gran medida de la disponibilidad de recursos financieros que respalden su aplicación. Los esquemas actuales de financiamiento no contemplan, por lo general, las asimetrías en términos de género que existen en la sociedad, y por ende, su implementación tiene impacto diferenciado en hombres y mujeres. Estas relaciones de género, marcadas por culturas patriarcales, ponen a las mujeres en desventaja y conllevan a desigualdades que limitan su empoderamiento y autonomía económica. Cuba no está exenta de esta realidad, aún con los importantes avances alcanzados en cuanto a equidad de género, persisten brechas significativas. Los instrumentos utilizados por el gobierno para financiar las políticas públicas pueden ser una herramienta fundamental para contribuir a la igualdad de género o todo lo contrario. En Cuba, el debate sobre la temática es aún incipiente. La presente investigación constituye un aporte en la dirección de mostrar la necesidad del enfoque de género para el diseño de los instrumentos de financiamiento y su papel en la superación de las brechas aún persistentes.

The sustainability of public policies depends to a large extent on the availability of financial resources to support their implementation. Current financing schemes do not generally take into account the asymmetries in terms of gender that exist in society, and therefore their implementation has a differentiated impact on men and women. These gender relations, marked by patriarchal cultures, put women at a disadvantage and lead to inequalities that limit their empowerment and economic autonomy. Cuba is not exempt from this reality, because together with the important advances achieved in terms of gender equity, significant gaps still persist. The instruments used to finance policies can be a fundamental tool available to the government to contribute to gender equality or, quite the opposite. The distinction will depend on the management made of them according to the objectives pursued. In Cuba, the debate on the subject is still incipient. This research constitutes a contribution in the direction of showing the need for the gender approach for the design of financing instruments and its role in overcoming the gaps that are still persistent.
