Resumen

The purpose of the research is to examine planning systems and their regulatory mechanisms to understand how they are organized and regulated, either partially or completely, depending on the organization to achieve the attainment of objectives. The theoretical contributions of the research are centered on the conceptualization of systems theory. The methodological contribution is based on the development of a sequential and logical scheme with the application of a dendrogram of variables, which allows eliminating overlaps between the set of concepts analyzed. The conclusions of the research show that organizations are dynamic and changing entities that are inevitably impacted by the environment in which they operate; in addition, institutions function synergistically from interrelated and interdependent points of view.
