Since 1959, educational policy in Cuba has been focused on reducing the social inequalities, which has made possible that the free access of any Cuban citizen, to any level of education, is stated as a constitutional right. Specifically, in the case of higher education, and due to some particular scenarios the country has faced, some measures have been taken directed towards limiting, or widening, university access. The following article is aimed at analyzing the likely changes in educational right, as from the new economic and social transformations which include modifications in terms of university registration. As preliminary results we may state that there are a series of actions that might contribute to improve the aforesaid policies, based on the principle of social equity.
