This paper gathers together some of the promises and speeches made by the President Barack Obama, which made one think that he was willing to significantly change domestic and foreign policy of the United States. It focuses mainly on some issues on U. S. domestic policy dealt with by him therein, which had a connection with U. S. government policy on Latin America: namely enrichment of economic elites, media manipulation, intensified internal persecution and repression (including prisons run by the U. S. government at home and abroad). It reflects upon actions taken by Obama's government regarding Latin America, by showing its frequent continuity of previous governments' actions. This puts the most significant changes in U. S. policy, particularly The United States-Cuban Thaw announced by Obama in December 2014, into context
