In Cuba, the elderly have been looked after mostly by relatives, with there being an inadequate public services network which is currently being improved in the context of the updating of the Cuban development model. This assay examines challenges that this new context faces and its potential for adopting public policies on taking care of the elderly, with the approach thereto being to stress joint responsibility therefor. It emphasizes the overcoming of difficulties in combining services, the need to enhance legal protection, set new regulations, and legally encourage the elderly to be looked after collectively without stimulating privatization of services, and take action to contribute to making people aware that taking care of the elderly is not only a female job, and to more equitably distributing the use of time among carers.
