Abstract

The public administration in almost all the world is immersed in a process of change. The improvement of the State entails the modification of the behavior of its institutions and of the personnel that carries out its functions in order to be able to respond to the different challenges of social, political, economic, environmental, and legal life. It is not unaware of this situation and currently faces one of the most relevant challenges in the history of the Revolution: the public administration exists by and for the environment that surrounds it and its main challenge consists in giving and effective response to the requirements that society imposes as a whole. It requires important rethinking in the conception of the management and operation of the public administration, starting from a clear understanding of the role that corresponds to it and the social responsibility it has.
