Abstract

The new paradigms associated with the strategic use of Information and Communication currently mediate the processes of Public Administration (PA), generating increasing capacities in / for the government-citizenship relationship. In the Cuban context, although its importance has been acknowledged, important weaknesses remain in terms of socially shared theoretical notions, structures, regulatory frameworks, professionalization of human resources and competences decision makers. This article analyzes the historical, contextual and structural determinants that have determined the current state of the institutionalization of Information and Communication within the PA. Some routes are proposed, from the experience of the Faculty of Communication, to transform the current scenario.
