Nowadays organizational development models are being challenged for the systemic and economic crisis and its expressions in the world of work, the human wellbeing and the socio-economic growth. To face this challenges the study of organizational interventions theories and models become even more important. Taking as a reference the Planned Change Theory and the intervention model in three steps, a problem of complaints by backlogs in the work is solved. The main goal was to achieve a high-quality work and increase the user´s satisfaction with the services. The developmental intervention had place in a medium size cuban organization belonging to the public administration. A strategy to develop the organizational human potential was implemented. The changes were introduced in the structure, culture and work system in the organization. At the end of the intervention the user’s level of satisfaction were improved with respect to the beginning. The necessity to improve the multilevel research and how to evaluate its impacts is discussed, besides to study more deeply the links between individuals and organizations, taking separately into account environmental and context variables.
