The present article assesses the multidimensional and complex condition of quality evaluation, assumed by the qualities' complexity itself. A brief philosophical and sociological vision is provided in terms of education to show that its function is to form professionals demanded by society; in this sense, the use of ICTs in higher education quality's evaluation would prove the correspondence between the latter and its goals. It was determined that the implementation of a quality evaluation model in the Dominican Republic should always be designed regarding the social mission of universities and their commitment to provide society with qualified professionals. This model should be able to objectively describe the level of development reached by the institution in the process of formation of its graduates.
