This paper presents a methodology to adopt a strategy for managing international cooperation scholarships for PhD students, as well as criteria on which its creation is based. It describes the strategy, its elements, and actions contributing to solving problems diagnosed. Additionally, geographical areas for which the proposed strategy is most likely to be adopted because of the largest number of scholarship opportunities to be offered for students from them are examined. Challenges to and prospects for managing international cooperation scholarships for PhD students at the Jose Antonio Echeverria Higher Polytechnic Institute (ISPJAE, according to its abbreviation in Spanish) are examined as well.
