The higher education institutions in Latin America are compelled to take on an active prominence in the work´s projection of university extracurricular activities to promote either national, as well as local artistic culture, as part of its social responsibility. So, they shall play a much more important role within the quality strategies that currently demands the higher education development in each of the countries in the region. The present article is aimed at presenting some theoretical-conceptual grounds that sustain the extracurricular task in the said institutions and its contribution to the artistic culture development, and to identify some issues that are affecting such relation and the likely perspectives of tranasformation.
