Complex problems currently faced by society demand that universities should make radical changes including their inevitable integration, and integration into their social and economic environments. This paper presents a model of universities which are integrated, and engaged in innovation systems nation-, sector-, and territory-wide, starting from strategic considerations about innovative universities for an inclusive, sustainable development. Special emphasis is put on views on this matter held by Cuban universities, experiences gained by these, and their plans for the future. The results of the strategic planning for the 2012-2016 period, and studies conducted for a 2017-2021 strategic planning were taken as frames of reference. Finally, the recent process of structural integration of universities, with the exception of medical schools, there were in every Cuban province is examined, and its preliminary results, and challenges are shown.
