This research work aims to analyze the effectiveness of university management on knowledge and innovation in the framework of the strategic planning of the Ministry of Higher Education in the periods 2012-2016 and 2017-2021, including the improvement in 2020 aimed at deepening the relationship university-government-productive sector with the purpose of increasing its impact on sustainable economic and social development. The identification and characterization of favorable organizational innovations and different success factors in linking the university with its economic and social environment is included. Recommendations are also included for the period 2021-2025 and 2030, especially in the area of process integration and training and development of human potential, in its relationship with the science, technology and innovation system at national, sectoral and territorial level.
