The preparation and improvement of managers at the provincial and municipality level is a major task in which Cuban higher education has a state responsibility. In the province Artemisa, at the experimental level, the separation of functions from managements of the Assemblies of the People s Power and the Board of Directors was carried out, so that the system of preparation of the table must therefore be perfected so that each structure is trained according to the management functions carried out by the. This work aims to make a diagnosis of the system established by the provincial and municipal level, systematize information and address the limitation identified in order to propose a methodology that takes into account the separation of state and business functions and sustainable local development.
