Since the late 80's, mankind experiences the rupture of many models, approaches and paradigms that had led until then the development processes, which comprise the social, economic, environmental, technological and political dimensions. Globalization and the revolution of informatics and communications, among others, have caused uncertainty and complexity for analyzing the phenomena and processes that have incidence on development. That is why, during the last years of the 20th century, a trend began to arise towards the analysis of the local situation, perspective that emerges as consequence of the inviability of the different development strategies carried out and as alternative for achieving a greater effectiveness and sustainability of the transformations that are implemented. In Cuba successful experiences are being developed regarding the self-managed development by some municipalities, in which projects are executed that take the municipal territory as center of a system in which different actors and factors of its surroundings are involved. In this context, the Ministry of Economy and Planning (MEP) proposed a methodological scheme for enhancing planning in the municipalities, with the objective of propitiating more local initiative in the promotion of socioeconomic development and the solution of the problems faced by the territories, which was complemented with other methodologies and is being experimentally applied in Matanzas province; this began in 2000 in the Martí municipality and has been extended, following a request of the Provincial Direction of Planning and the Office of the Provincial Management Council of Matanzas, to six municipalities where, due to their relatively low historical socioeconomic development, as well as the transformations of the sugarcane industry that have impact on the economy of those territories, efforts are required to utilize all the potentialities aiming at their economic reactivation. This work approaches the methodology used for the evaluation of the municipal scenarios and exemplifies it with some results
