A study aimed at improving the management of health manpower was conducted so as to obtain results that allow to interpret, analyze and evaluate its situation. An assessment is made of what is happening with manpower at the polyclinic, its influence on competence and performance, and the relationship with management. By group techniques, interviews, and the observation and analysis of documents it was possible to know that in spite of the advances achieved with the consolidation of the Program of the Family Physician and Nurse under the direction of specialists in General Comprhensive Medicine, the results would be better and the population would feel more satisfied if the management of human resources played the rols required by modern enterprises.
