A descriptive and cross sectional study was conducted to know some characteristics of the municipal health management system of Havana City from the perspective of the male and female leading cadres, starting from a questionnaire applied to 100 % of the directors at that level. The elements related to the present structure and functioning of this post were identified and it was proved that more than 40 % of them have neither the adequate places nor the complete management teams. Besides, 86.6 % consider that most of the meetings they attend are held during working hours and only 40 % state that these meeetings have to do directly with the aims of the level of attention they manage. Males and females coincided on this regard. The time devoted to rest and recreation in working days or not is not enough and the female cadres are more affected than male cadres. 33.3 % of the municipal directors in the capital are females; however, they have been the most affected by the current cadres policy.
