Introduction: the Caribbean area has the second highest prevalence rate of HIV in the region; however, Cuba is the only exception. The Cuban health public system set the reduction of the HIV rates nationwide as one of its top priorities. Objectives: to evaluate the comprehensive care given to HIV/AIDS persons in Cuba. Methods: an evaluative research with qualitative approach and the combination of some quantitative techniques were used. The baseline is the plan of action of the Project and a selection of processes, activities, tasks and target groups. The basic criteria for the selection of these elements respond to the method of tracer processes. Results: it was confirmed that the medical consultations had been extended to the whole territory. The lab service for HIV/AIDS was rendered in all the health areas in terms of regular analysis and the special one carried out in three areas of the country. One hundred percent of patients who needed the antiretroviral therapy found it available in the selected municipal drugstores throughout the country. Conclusions: the decentralization of the comprehensive care for the HIV/AIDS in Cuba markedly increased the access to this service. Additionally, the integral consultation services to the municipalities were decentralized depending on the particularities of each territory. The Supporting Phone Line for HIV/AIDS persons showed empowering to carry out actions in favor of these people.
