A methodologic proposal consisting of 5 moments aimed to guarantee the increase of the quality of health manpower is reported. The analysis of the health situation and the working process within the services is taken as the starting point, and as the foundation the evaluation of competence, and professional performance. The conceptual basis are explained, as well as the process of analysis and identification of problems, the establishment of priorities and the determination of the needs for learning. The main process of professional excelling, the basis of its design and the importance of its monitoring are pointed out, as well as the evaluation of its impact on health services.
