The polity of continuing education has been developed in Cuba since 5 years. From the first results obtained with the Project of the Qualitative Leap in the province Pinar del Río such concept has been incorporated in each of the territories and provinces of the country among the workers of primary health care. The health status of the population and the nature of its problems should be taken into account as organizing elements from which the different actions for the development of continuing education may arise at different levels. The social control of the university management and of the services constitutes the main element regarding the social participation and our socialist democracy.
