The social and technical relevance of the training programs refers to the capacity of the University to meet the needs and demands of society. The leadership of a program with managerial profile is given by the use of the basic scientific knowledge to create and improve the practices of the health services management and to fulfill the social and humanist mission of the system, that is, to promote and protect the health of the individuals, the family and the community. In the present paper it is analyzed how this purpose depends on the characteristics of health management and requieres the joint work of the educational institutions and of the health services in the structuring and accomplishment of a comprehensive policy in aspects such as the selection and posting of the personnel, the planning of programs, and the measurement of its impact on the health services. The evaluation of the program is highly significant for measuring the fulfillment of the policies established by the system and the control of the quality parameters created for the entries and for the teaching process so that the program and every student have the necessary competence to do their work according to the designed output profile and that more qualified human resources for health be trained.
