In order to meet the challenges of higher education for the milenium set by UNESCO in the World Declaration on Higher Education in the 21st century, the academic institutions should implement quality-raising strategies in the higher education that will bring them to the level of technological development demanded by a digital economy and contribute to the development of a sustainable and co-operative economy, which will play a vital role in solving the economic and social problems of their communities. One suitable way to achieve this is the international co-operation among universities, whose role has been re-shaped after the Ibero-American University Co-operation Summit held in Lima. There, the university co-operation was characterized as an intrinsic and strategic element for institutional strengthening and as a tool for internalization of the higher education systems that will give the universities the possibility of being real promoters of the society´ advancement . Several concepts and criteria on the terms involved in the topic were presented and reflections were made on the university as an objective and an agent of the Ibero-American co-operation.
