A descriptive study was carried uot to assess the surveillance program of congenital syphilis in 4 municipalities of the city of Havana, using the qualitative techniques of the semistructured interview and the non-participative observation. It was shown that health staff is defficiently trained to engage in the surveillance of the congenital syphilis, in all the visited territories, nonetheless, physicians keep a proper level of information. A high percent of professionals showed their interest for continuing their studies in both, the aspects of promotion, and those of prevention (22 %). It is not convenient the time between the moment the sample is taken and the moment the information on a positive serology is given, this significantly affect a good surveillance, since patients are more time than necessary without receiving some therapy and medical control.
