Mastery in Public Health is aimed at qualifying professionals with a theoretical and practical training that allows them to carry out management and research activities at the different levels and institutions of the health services. Until 1997-1998, 21 courses had been taught with a total of 483 graduates from 26 countries. The present paper is an evaluative investigation of the formative character of the program. The conditions that make possible its appearance and development, the basic principles that support it and its effectiveness are also approached. The methodology used combined quantitative and qualitative techniques. The analysis of the results showed that the program is still in effect and that to attain the quality and academic excellence expected from those who get the master degree it was necessary to reconsider and reconstruct some of the elements of its practice, according to the changes of the health system. The project for training professors that was implemented to that end as well as its achievements were described. Finally, some considerations are made on the challenges the program and the Cuban School of Public Health have to face in order to fulfill the tasks imposed by the health systems and services within the sector.
