The Methodological Guidelines for Economic Evaluation in Health Care in Cuba has two objectives. The first objective is to avail of a set of orientations that help to guarantee transparency, comparability, validity and credibility of the results of this type of research. The second objective is to make the carrying out of economic evaluations easier for less experienced staff. The following steps were taken to work out the Methodological Guidelines: literature and documentary review on the present tendencies of economic evaluation worldwide, principal authors and methodological guidelines that are applied in different countries. Next, consensus groups were organized to upgrade the first proposal with the participation of students and professors of the Health Economics Master´s Course in the National Public Health School, of provincial Economic Vice-directors and experts from the Economic Department of the Ministry of Public Health. Further on, national and international experts revised the Guidelines, and finally they were re-written to reach the final version. This paper suggests a review of the guidelines published on January, 2005 on the basis of the experience accumulated in its application. The Guidelines are composed of four parts. The first part is a scheme of steps that should be followed in an economic evaluation and it is expected that it can help those less experienced people to face up with this task. Then, a set of recommendations is presented, which is in fact the center of the Guidelines. They appear as references in the above-mentioned scheme. The third part is a summary model for presentation of final results of the economic evaluation. Finally, a glossary of useful terms and concepts for the application of economic evaluation is offered. It should be emphasized that these are Methodological Guidelines but not Methodological Standards. Therefore, it refers to recommendations rather than instructions
