There was an official announcement of projects in branch programs; 498 new projects were presented, which were applied a process of analysis by groups of experts, negotiation, approval, contracting, evaluation and control. Monitoring included permanent follow-up from the provided information through indicators of process and results, therefore, the fulfilment of the tasks contained in the project was supervised; managerial, technical and economic biases occurring in some projects were corrected, with a view to assuring their fulfilment. This process allowed the closing of finished projects and the cancellation of interrupted projects or of those projects that have not begun yet. All this made it possible to approve 237 new projects and to reduce the total number to 477 branch projects underway. The territorial projects increased from 159 to 184, the category of municipal and institutional projects was created, reaching 1 965 institutional projects whereas projects not related to programs decreased from 393 to 48 but all of them were of territorial interest
