In the context of the changes taking place in the health care sector, it is indispensable to make an analysis that considers the importance and the role of human resources since they play a determining role in meeting the targets and expectations derived from the reform and the accompanying decentralization in this sector. From a Sociology- and Public Administration-based perspective, this paper focused on an approach to the way in which the reform process has had an “impact” on the medical staff and also tried to reflect the vision and interpretation of the general practitioner about the changes and adjustments to which his/her professional practice is being subjected. In both cases, the objective is to reconstruct the context of a process and social relation that, beyond the possible readings and macroeconomic or administrative dimensions, including the political dimension, seem to put aside the study of the reform from the organizational viewpoint; however, it is just the organizations the key link where actions are construed and implemented and people are mobilized, thus allowing the fulfillment of working objectives and targets that strengthen sinergies generated inside a bigger organization which is the society
