A methodology for definition of professional functions, designed and validated by the author in a national research work of the Branch Research Program on Health Systems and Services in Cuba performed from 2002 to 2004, was used. The results of the study have been used for the regulation of nursing practice in 2008. This methodology is structured in three phases in which use of qualitative techniques such as literature review, expert consultation, in this case to two different groups, one as expert committee and the other as expert panel for the implementation of Delphi method, and finally, the observational technique for verification in practice. A survey of the two groups of experts is administered in the intermediate process. The dialectical and participatory nature of the submitted methodology makes it possible that each phase be enhanced by the other phase and thus a scientifically proven product is achieved.
