Introduction The Research Program on Health Systems and Services of the Ministry of Public Health in Cuba is aimed at raising the decisiveness capacity and the service excellence according to the scientific development. Objectives To specify the state of the Program in the 2002-2008 period as well as its work goals towards 2015. Methods Descriptive, cross-sectional study to analyze the Program statistics and their qualitative assessment. Results Two hundred and one projects in progress were recorded, an unprecedented indicator in the health care sector. It was verified that completed research works found solutions for environmental problems, communicable and non-communicable diseases. Likewise, they provided methodologies for health surveillance, the population education, the professional training, the study of family health, the small population management, the intersectoriality, the program and service assessment, and the formation of research capabilities. Among the limitations of the Program, there appeared the poor dissemination of results, difficult access to specialized literature and lack of communication between the one that brings about the result and the one that implements it. Conclusions The Research Program on Health Systems and Services is in the consolidation phase and exhibits some research results having an impact on priority health systems, even though there are still difficulties. Towards the year 2015, the goals are to eradicate weaknesses, to respond to challenges and to control over dilemmas through the change of guidelines for more equity, quality and efficiency in health services.
