Introduction:
Colombia, through the Ministry of Health, developed a Ten-Year Public Health Plan during 2012-2021. In 2019, a Technical Report on the Advancement of Goals was presented, the results of which give rise to questions that are considered relevant to point out.
Objective:
To analyze the results of 2012-2021 Colombian Ten-Year Public Health Plan based on the Collective Health approach.
Methods:
A systematization of the Technical Report on Progress of Goals for the period 2012-2019 was carried out, from which the objectives and results by dimensions were obtained that were described and analyzed. The results obtained were: The Ten-Year Public Health Plan 2012-2021, guided its action on three strategic objectives: moving towards guaranteeing the effective enjoyment of the right to health; improving the living and health conditions of the inhabitants and maintaining zero tolerance for avoidable mortality and disability. The goals were oriented towards reducing mortality, morbidity and controlling some risks, such as environmental and behavioral risks, with emphasis on non-communicable diseases. The results do not account for compliance or achievement of the Plan's objectives.
Conclusions:
The foundation and operationalization of the 2012-2021 PDSP reveals the focus on social determinants vs. social determination; public sickology vs. collective health; an instrumental rationality vs. a dialectical rationality that does not correspond to what was declared in the plan regarding the proposed objectives
